Trade barrier summary

Article 50 and 90 of Higher Education Law No.12 of 2012 permits foreign universities to establish partnerships with Indonesian institutions for non-profit reasons; including providing high-quality education, developing Indonesian research and local cultural centres, and establishing an independent scientific community.

However, there are conditions: overseas universities must also be accredited by their country of origin and prioritise the employment of local Indonesian faculty members. Non-local educational instructors must be approved on a case-by-case basis by the Ministry of Education and Culture (MOEC) and the Ministry of Manpower.

The implementing regulation, Ministerial Regulation 53 of 2018, adds further conditions: foreign universities can only be established in economic zones, be ranked in the world's top 200 and should offer at least two STEM programmes.
