Prior to August 2018, non-academic professional training businesses from overseas could not establish as a Wholly Foreign-Owned Enterprise (WFOE) in China. In 2020 the following liberalisation have taken place, but restrictions still limit foreign businesses operating in China:

- All non-academic professional training organisations can establish as a WFOE in China.

- Academic-route vocational colleges can establish WFOE in free trade zones.

A WFOE is an organisation set up in China, entirely owned by an overseas investor. It is a fully autonomous, financial legal entity, bearing lawful obligations independently.
