This preference is used to decide between competing firms, where there is no difference between:

It is intended to incentivise foreign investment into Florida.
Foreign manufacturers may gain preferential access if they satisfy the above criteria even if their manufactured product is not made in Florida.
This is a disadvantage for firms that directly export from the UK.
