UK businesses tend to find it hard to validate their personnel's education and experience certificates, which are required in public procurement tenders as evidence. Colombian authorities running public procurement tenders usually accept two ways to approve experience certification: by the apostille (authentication) of the official's signature on the certificate; or by an intermediate authority in the bidder's country that certifies that an official of a public entity is qualified to issue a certificate of experience. Experience certificates apostilled by notaries, are not valid. This makes it challenging to have qualified overseas personnel put forward in bids and participating in contracts, if awarded.
