Power plant developers in Vietnam can directly supply power to other entities through rooftop solar without being connected to the electricity grid.

But according to Circular 12/2017/TT-BCT, any rooftop solar system with a capacity of more than 1m MW needs a power operation licence from the Ministry of Industry and Trade (MOIT).

Increasing the limit would fully capture the benefits of investment in rooftop solar energy systems.
