Stringent requirements for overseas contractors working in the Philippines
Trade barrier summary
Under the Philippine Contractors Accreditation Board (PCAB), 100% overseas-owned contractors have access to the market under the 'Quadruple A' category - regular license with annotation - provided that:
- they are incorporated as a domestic corporation
- they have capital of at least one billion Philippine pesos in cash
In addition, a contractor issued a 'Quadruple A' licence may only engage in:
- ‘vertical projects’ that have a minimum contract value, per single project, of at least 5 billion Philippine pesos
- ‘horizontal projects’ that have a minimum contract value, per single project, of at least 3 billion Philippine pesos
Smaller-sized contractors that do not meet the required capital, may still access the market through accessing a special license by the PCAB
