This affects exporters of printing, lithographing, embossing, engraving, binding, record books, printed supplies, stationary and office supplies, from the UK to Louisiana, United States. The State Government require that government procurement of these products is sourced from Louisiana based firms and labour, unless the bid submitted by a firm outside Louisiana is 3% lower than the lowest bid submitted by a firm based in the state.

This section does not apply to specialised forms and printing, such as continuous forms, margin punched forms, football tickets, 24 sheet poster, steel dye and lithographed bonds, decalcomanias, revenue stamps, lithographing and bronzing on acetate, college annuals, fine edition binding, and books.
