Public procurement in Israel is underpinned by the 1992 Tender Obligation Law, which defines how invitations to tender need to be written and advertised - in one ‘known’ newspaper and on one website. Whilst some invitations to tender are advertised in English (these tenders are usually in specific industry sectors, and are worth over the specific amounts established by the Israeli Ministry of Finance), these are usually only advertised in print newspapers, or in a PDF document, or a printed report produced by the Prime Minister’s Office. There is no obligation to advertise all the invitations to tender in one place. This does not make it easy for overseas businesses to find the adverts for invitation to tender.
