Accessing airport public private partnerships (PPP) in Indonesia
Trade barrier summary
The Indonesian national 2015 to 2019 mid-term development plan identifies 10 new airports to be developed through public private partnerships (PPPs). Whilst tenders have yet be announced, there doesn't seem to be an effective regulatory framework for implementing the PPPs.
In addition, for overseas businesses to operate in Indonesia, they need to have an operating licence called BUBU (Badan Usaha Bandar Udara). However, there are currently no arrangements for private sector operators to be awarded an airport operating licence. Most overseas businesses may need to work with the state-owned Indonesian airport operator Angkasa Pura II, who already holds this licence.
