Complex renewable energy procurement scheme in Indonesia limits UK access to tenders

Indonesia's state electricity company (PLN) uses a 'Direct Selection' process for procurement. It applies to all renewable energy projects except for geothermal and waste-to-energy projects.
This is a limited tender process involving at least 2 bidders drawn from a pre-qualified list. PLN invites developers to join a 'List of Selected Providers' (Daftar Penyedia Terseleksi or DPT).
The process for getting on this DPT list is very complex. Timelines are also unclear during this pre-qualification phase.One of the criteria to take part in this process is having an established office in Indonesia for at least 3 years.
This restricts access to UK companies with no base in Indonesia.
