Article 17 of Colombia's Law 1816 of 2016 suggests that domestic spirits produced by distilleries (licoreras) that fall under the control of individual Departments, are not subject to the exploitation rights royalty. This therefore results in an unfair competitive advantage against alcoholic spirits that are exported to Colombia.
