No English-language guidance for Japan’s offshore wind project auctions
Trade barrier summary
A language barrier is hampering UK interest in Japanese offshore wind project investments. In 2018 a new law was introduced to accelerate offshore wind projects through auctions in Japan. It doesn’t exclude overseas businesses but the guidance for auctions lacks transparency and require communication in Japanese. Naturally, this favours domestic companies.
The key document for understanding Japanese technical standards in the offshore wind sector - ‘The consolidated description of the technical standards related to offshore wind power generation equipment’ - is only published in Japanese.
