Uncertain emission standards for cars in some states in the USA

This affects exporters of cars from the UK to the United States. Automotive emission standards have been regulated federally by the Environment Protection Agency (EPA). However state and local governments may apply for waivers to enact stricter regulations. California has done so, and their standards have been adopted by Colorado, Connecticut, New Mexico, NY, Oregon, Pennsylvania, Rhode Island, Vermont, and Washington.
It is possible that the federal government could revoke state's rights to set these standards. This creates uncertainty for UK car manufacturers about which standards they will be required to meet when exporting to the US.
